Do I need consent to build a deck near a boundary in NZ?

I’m planning to build a deck at the back of my house, but it will be quite close to the boundary.
The height will be around 1m to 1.2m, and I’m not sure what rules apply.
I want to understand:
- Does deck height affect whether consent is required?
- Are there setback rules I need to follow?
- Does it change if I add a roof or pergola later?
- Do councils treat boundary decks differently?
Trying to avoid running into issues after I build it.
